Yes, you can add any bank account in UPI. The bank should be enabled on UPI i.e. bank should be UPI member bank.

No. You cannot send money without setting a UPI PIN for a particular bank account.
You can save beneficiary for future transaction while sending or requesting money to that beneficiary by clicking the option ‘Save for future transaction’.
You can see your past transactions in "Account Section", under "My Transactions"
Yes, in case the mandate execution attempt is failed, you can execute the same again.
Yes, you can decline the mandates. Once you decline the mandate, amount will be unblocked for the corresponding payer’s bank account.
